MS LE COUTEUR: The Australian Institute of Health and Welfare reports that in 2003 autism was the second highest burden of disease and injury for boys and the eighth for girls. My question is: how is this burden affected in ACT Health's spending and what proportion of the budget for children provides treatment and rehabilitation for kids with autism?

MS PORTER: it goes on to talk about specialist after-school care and holiday support for young people with complex behaviour et cetera. I was wanting to know a bit more about that part of it.

Ms Burch: We currently provide after-school care programs in the north and the south. There is a specialist — I think there is a wheelie program at Black Mountain school. But certainly a number of people in this room would have been approached by families who were seeking more opportunities for after-school care programs.

MS LE COUTEUR: It is not a very new question, really. We have been talking about the therapy in schools project. My question really was: are parents involved in this? Are you planning to involve parents in this, particularly in the areas of behaviour management?

MR DOSZPOT: The DHCS annual report for 2009 at page 122 says that the average cost per hour of therapy to an individual group for Therapy ACT was $189.92. Noting your figures here, what is the average cost per hour of therapy through Therapy ACT for an individual group, and has this escalated over the last five years?

Ms Burch: The earlier figure—you are talking from an earlier budget paper?

MR DOSZPOT: Yes.

MR HARGREAVES: This one is on 358 of budget paper 4.

MR DOSZPOT: Yes; I am looking at 358 now.

This Budget provides additional funding to support those in our community who need additional assistance whether it be through the provision of specialist services, transport, or financial support to meet increasing costs of living pressures.

A progressive city provides practical support for its residents with disabilities, helping them to participate in the economic and social life of the community.

(1) notes:

(a) that according to the August 2010 Department of Education and Training School Census, the number of students with special needs in public education is 1 995, an increase of 134 from 2006 and 503 of these students are enrolled in high schools or colleges;

(b) that there are 364 enrolments at special schools, 184 of these across the secondary age units at Black Mountain and The Woden School;

MR DOSZPOT: My question is to the Minister for Housing and Community and Community Services. Minister, you stated yesterday:

MR DOSZPOT: My question is to the Minister for Disability, Housing and Community Services. Minister, the commonwealth health department advises that children with autism require, at minimum, 20 hours per week—1,000 hours per year—of intensive early intervention autism spectrum disorder treatment for at least two years. Since Therapy ACT does not provide 1,000 hours per year per child, how does the ACT government ensure a child with autism-ASD gets the proper treatment that they need?

Bubble Day

MR COE (Ginninderra) (4.16): During May I attended some Bubble Day celebrations at a few schools in Belconnen. I was fortunate to be able to join students at Melba preschool, Weetangera primary school and the Cranleigh school. The month of May is Autism awareness month, and this year during the week of 18 to 22 May Autism Asperger ACT coordinated a number of activities to raise awareness and understanding of autism spectrum disorders.
